Adamawa State Governor Sued For ‘Forging’ Secondary School Certificate
In the originating summons, a copy of which was made available to journalists, the Governor was said not to have completed his secondary education at the Government Secondary School, Mangu, Plateau State, as claimed.
A group known as the Global Integrity Crusade Network (GICN) has approached the Abuja Division of the Federal High Court to compel the Inspector General of Police (IGP), Ibrahim Idris, to commence the prosecution of Jibrilla Bindow, Governor of Adamawa State, over offences allegedly related to forgery and perjury.
In the originating summons, a copy of which was made available to journalists, the Governor was said not to have completed his secondary education at the Government Secondary School, Mangu, Plateau State, as claimed.
Among the reliefs sought by the plaintiff is an order compelling the West African Examination Council (WAEC) to produce the result of the Governor within 14 days.
Apart from Bindow, the Independent National Electoral Commission (INEC), West African Examination Council (WAEC), the All Progressives Congress (APC) and the Nigeria Police Force (NPF) were also joined as defendants.
Investigations revealed that Bindow, a businessman, became the candidate of the Peoples Democratic Party in the April 2011 election for the Adamawa North Senatorial district, and went on to be elected into the Senate.
He later became the Governor of Adamawa after defeating Nuhu Ribadu and Markus Gundiri in the April 2015 governorship poll.
Bindow is described as a business tycoon, new to politics, and those close to him revealed that he did not possess secondary school certificate despite claiming so in his resume before his election as Governor.
“We were reliably informed that his poor educational background has affected governance in Adamawa State. Since he got to office, he has been unable to embark on projects that could help the development of the northern state,” said a source at the state secretariat, who asked not to be named.
“Adamawa State has lost its glory. Governor Bindow is limited in performance because of his poor educational background. It is very obvious that he cannot pilot the state effectively, and this is affecting development in the state.
“The Governor should be dealt with to serve as a deterrent to others. I will even advise the state house of assembly to impeach him now and he should be made to face the consequences of his action in a court of competent jurisdiction after his impeachment.”
Those close to Bindow say he has been running from pillar to post to get out of the mess, but that it is increasingly becoming impossible as “the certificate scandal cannot be covered since WAEC has not been able to prove that he has an authentic certificate”.
Reacting to the allegation, Macaulay Hunohashi, Senior Special Assistant on Media to the Governor, described it as "a desperate move by those who have lost the grip of power.
"I can tell you the certificate forgery allegation is simply malicious and a move to embarrass the Governor, but I can tell it will get them nowhere near the coveted ticket of our great party,” he said.
Asked if the Governor was aware of a lawsuit instituted to compel the IGP to commence prosecution against him, Hunohashi said: "Neither the Governor nor any of us in his legal team is aware of the purported lawsuit.”
BREAKING: APC postpones Lagos, Imo governorship primaries
The All Progressives Congress (APC) has postponed the governorship primaries for Lagos and Imo states.
The party’s spokesperson, Yekini Nabena, told PREMIUM TIMES the two states would no longer hold their respective primaries on Sunday as previously scheduled.
The primaries would go on tomorrow in all other states but the two.
The announcement comes amidst stiff contest for the ruling party’s governor ticket between incumbent Governor Akinwunmi Ambode and Jide Sanwo-Olu, who was until two weeks ago considered an underdog in Lagos politics.
But 24 hours to the election, fast-emerging developments show Mr Sanwo-Olu was a shoo-in for the Lagos ticket.
He reportedly received the endorsement of 36 out of the state’s 40 lawmakers on Sunday afternoon. This came simultaneously as another governorship aspirant and challenger, Babatunde Hamzat, endorsed Mr Sanwo-Olu.
Mr Sanwo-Olu is widely believed to have the support of Bola Tinubu, the Lagos political juggernaut who commands tremendous loyalty amongst party members, especially the delegates who would vote in the primaries to choose the party’sflag-bearer.
Details of the postponement would be updated shortly…

How PDP offered me ‘over N300 million’ to dump APC – Senator
The All Progressives Congress (APC) senator representing Adamawa north, Binta Garba, has said she was offered “over N300 million” to dump her party ahead of the 2015 general elections.Ms Garba, who spoke to journalists in Yola during her campaign ahead of the APC primaries in the state, said the Peoples Democratic Party, the ruling party at the time, made her the offer so she would help scuttle the chances of the current governor, Mohammed Bindow.
Mr Bindow and the APC won the 2015 governorship election as well as the three senatorial seats in Adamawa State.
Ms Garba said her refusal to accept the offer averted a crisis in the state’s chapter of the party.
The senator is aiming for another term at the National Assembly and will be squaring up against seven other contestants – all of them male for the APC ticket.
The contestants include Ahmed Gulak, a former Special Adviser on Political Matters to ex-President Goodluck Jonathan; Mamman Tahir, former Director General, Nigerian Law School; Abdullahi Belel, Executive Chairman, Adamawa State Primary Healthcare Development Agency; and Adamu Kamale, the House of Representative member representing Michika and Madagali Federal Constituency in the state.
Ms Garba reminded the party members that the perception of her as a ‘strong woman’ by most of the founding members of the APC played a key role in her emergence as first female chairperson of a major political party.
“Four years ago during the administration of former Governor Murtala Nyako, party stalwarts met, looking for whom it will give the responsibility of leading this new party,” she said.
“The members unanimously agreed that there was no better person who could better lead the party other than me. Their reason for choosing me, they said, was that I am a strong and fearless person who can speak out against injustice. These attributes they saw as very good for a new party, the APC that was just emerging following the merger.”
She said she has remained true to the confidence reposed in her by not betraying the stakeholders and members of the party.
“When I was chairman of the APC in the state, the Peoples Democratic Party approached me to ditch the party and the candidate of the party then (Bindow), who later became governor.
“They said he (Bindow) will not go anywhere and that I should leave the APC and work for the PDP and offered me not N100 million, not even N200millio nor even N300 million but far more than that. But I rejected the money and the offer and I told them that if I could not be bought during the administration of former president Olusegun Obasanjo, I don’t see how anybody will buy my conscience.”

JUST IN: More trouble for Ambode as 36 Lagos assembly members endorse Sanwo-Olu
Thirty six out of the 40 members of the Lagos State House of Assembly on Saturday endorsed an aspirant in the Lagos All Progressives Congress (APC) gubernatorial primaries, Jide Sanwo-Olu.
According to a statement by the Chairman of the House Committee on Information, Strategy and Security, Adefunmilayo Tejuoso, the decision was taken at a parliamentary meeting of the lawmakers which took place at Lateef Jakande auditorium of the House on Saturday, a day before the governorship primaries of the party.
“The lawmakers stated that they were in agreement with the leadership of the party and the Governor’s Advisory Council (GAC) which had earlier endorsed Sanwo-olu for the governorship ticket,” the statement said.
The meeting was chaired by Mudashiru Obasa, the House Speaker, and the lawmakers duly signed the statement announcing the decision.
Musbau Razaq, the media aide to Mr Obasa, also confirmed the development to PREMIUM TIMES.
Mr Sanwo-Olu is believed to be the favourite candidate of the APC national leader, Bola Tinubu. He was endorsed by Mandate Group, an influential bloc in Lagos APC linked to Mr Tinubu.
He will contest for the gubernatorial slot with embattled governor Akinwunmi Ambode, the incumbent governor of Lagos State.
Mr Ambode has been in the eye of the storm lately, after reports said he fell out with his godfather, Mr Tinubu. The APC leader has however been unusually silent about the kerfufle brewing in the party.
Mr Razaq confirmed that the meeting was attended by 36 out of the 40 Honourable members in the House of Assembly.
The Lagos APC would hold its primaries on Sunday.

Osun rerun: What Ambode said about Oyetola’s victory
Governor Akinwunmi Ambode of Lagos State, on Friday congratulated the Governor-Elect of Osun State, Mr Adegboyega Oyetola, for winning the keenly contested governorship election in the state.
Ambode, in a statement signed by his Chief Press Secretary, Mr Habib Aruna, said it was a well-deserved victory.
He said the people of Osun had made a choice to vote for continuity and experience, which Oyetola represents.
Oyetola of the All Progressives Congress (APC), was declared as winner by the Independent National Electoral Commission (INEC) at the end of Thursday’s supplementary election in six wards.
He polled a total of 255,505 votes to defeat his closest rival and candidate of the Peoples Democratic Party (PDP), Sen. Ademola Adeleke, who polled 255,023 votes.
Ambode congratulated the APC for yet another victory, saying it was a confirmation that the people still had confidence in the programmes and policies of the party.
He also commended the people of Osun for comporting themselves during the exercise.
Ambode said that despite the inconclusive election on Sept. 22, voters defied the heavy downpour to come out en masse to exercise their franchise during the supplementary election.
“The election has been deservedly won. The good people of Osun have chosen quality continuity over uncertainty.
“I have no doubt in my mind that the Governor-Elect will bring his wealth of experience to bear and continue with the good works of Ogbeni Rauf Aregbesola, call for unity and take Osun to greater heights,” Ambode said.
He also urged those aggrieved with the result to channel their grievances to the appropriate quarters, rather than resort to self help.
EXCLUSIVE: Mimiko To Dump Labour Party Three Months After Rejoining
Mimiko, who had left the Peoples Democratic Party (PDP) for Labour Party (LP) in June, is set to again announce his new move to the Zenith Labour Party (ZLP), Sahara Reporters has just learnt.
Olusegun Mimiko, the immediate past Governor of Ondo State and presidential aspirant in the 2019 general election, has again dumped the Labour Party (LP).
Mimiko, who had left the Peoples Democratic Party (PDP) for Labour Party (LP) in June, is set to again announce his new move to the Zenith Labour Party (ZLP), Sahara Reporters has just learnt.
His latest decision is likely due to the crisis that has rocked the Labour Party (LP) since his sudden return.
Two weeks ago, Mimiko had announced his bid to run for President under the platform of the party.
A source who confirmed the latest development to our correspondent in Akure on Friday said Mimiko has again perfected the plans to dump Labour Party.
The source, who pleaded not to be named, hinted that Mimiko had been having issues with some leadership of the labour party since he officially revealed his intention to contest.
"Mimiko’s decision to leave the Labour Party was due to a leadership crisis rocking the party in Abuja,” the source said.
"And I know by tomorrow (Saturday) he will officially release a statement in relation to his new move away from the Labour Party to realise his presidential ambition.
"I am very much aware that the ex- Ondo Governor will now be joining the Zenith Labour Party, which was one of the new political parties registered by the Independent National Electoral Commission.”
Sahara Reporters gathered that Mimiko had already met with Chief Dan Iwuanyanwu, who is the new Chairman of Zenith Labour Party, and Mr. Kayode Ajulo, the Secretary of the party in Abuja, to perfect the new deal.
The source explained how LP leaders had been frustrating Mimiko since he announced his intention to run for President, saying: "The organised labour leaders don't want Dr. Mimiko to use the Labour Party to contest for his presidential ambition.
"This was same party that Mimiko invested in while still in PDP and in fact, he was paying the salaries of the staff of the LP even at the national level while in PDP as Governor.
"It is sad that the leadership of the Labour Party who really benefited from Mimiko’s generosity are now saying he can't contest in the party.
"We are very much aware that they are being used by Adams Oshiomhole, the Chairman of APC, who still has control over the labour leaders claiming to be the owners of the party.”

#OsunDecides2018: Osun rerun election a charade – Adeleke
Ademola Adeleke, the candidate of the Peoples Democratic Party 2018 governorship election in Osun State, had rejected today’s re-run election as a “charade” which must not be allowed to stand.
Mr Adeleke’s position, disclosed in a statement by his campaign office Thursday afternoon, was hinged on the widespread reports of voter intimidation and other forms of violence which marred the re-run election, especially in Orolu Local Government Area.
“The whole world is witnessing a charade in the name of election, a deliberate effort at imposition of a discredited leadership on the suffering people of Osun State through undisguised brutal force,” the campaign said. “Applying all standards, today’s supplementary poll is a non-event as all norms of electoral process are violated.”
There have been reports that the re-run election has neither been free nor fair since polls opened across the four local government areas identified for the exercise after the main process on Saturday was declare inconclusive.
Amongst those who have reported violence from security agencies and suspected APC thugs are journalists, observers and voters believed loyal to the PDP.
Mr Adeleke came first in the election on Saturday, but his thin margin of just 353 votes over his closest rival Gboyega Oyetola compelled INEC to declare the election inconclusive and ordered a re-run among the participating parties. About 2,637 out of 3,498 registered voters collected their voters’ cards and would be eligible to participate in today’s exercise across four LGAs.
Voting is scheduled to close at 2:00 p.m. across the local governments, which include Orolu, Osogbo, Ife-North and Ife South.
#OsunDecides2018: Re-run election not free, fair or credible — CDD
A major election monitoring group has dismissed Thursday’s re-run election in Osun State as fraudulent and anti-democratic, calling for an immediate investigation into the the roles of government institutions who participated in it.
The conduct of security agencies drew the most condemnation and warning from the Centre for Democracy and Development, one of Nigeria’s most respected pro-democracy think-tanks.
“In the light of these anti-democratic acts, which have undermined the sanctity of the ballot therefore, we hold strongly the view that the re-run poll of Thursday, September 27, 2018 does not meet up with the minimum standards for free, fair and credible elections,” the CDD said in a statement to PREMIUM TIMES Thursday afternoon. “It falls short of global best practices in democratic elections which Nigeria aspires towards.”
Results of the re-run election have started trickling in as of 3:30 p.m., after voting centres closed at about 2:00 p.m across the seven polling units identified for the exercise.
The Independent National Electoral Commission fixed the re-run for Thursday after declaring the 2018 governorship election inconclusive when it held on September 22. Ademola Adeleke, candidate of the Peoples Democratic Party, scored 254,698 votes to beat Mr Oyetola, his main All Progressives Congress rival who polled 254,345 votes.
The electoral body said the re-run was necessary because the margin between the PDP and APC (353 votes) is less than the number of registered voters (3,498) in the seven polling units where elections were cancelled for disruption or technical difficulties.
The PDP protested the decision, demanding that its candidate won the election and should be declared winner. The party also approached the court in an unsuccessful bid to procure an injunction against the re-run. The opposition party eventually agreed to participate in the poll, although with strong reservations that it would not be free or fair.
Idayat Hassan, director of CDD, said her organisation observed widespread misconduct by security agencies, including intimidation of accredited journalists, observers and even voters of the opposition party.
“CDD field observers deployed to observe the process and ensure its credibility, especially in Orolu and Osogbo LGAs, were intimidated, threatened and in some cases arrested by security forces,” CDD said.
“CDD observers reported palpable tension in Ifon, Orolu LGAs due to the high-handed conduct of the security agents who seemed bent to sway the vote the way of certain partisan interests.
“At Ajegunle Roundabout, which leads to Polling Unit 003 Ward 9 Gbogbo Primary School in Orolu LGA, security personnel mounted barricades to obstruct observer and deny them access to the polling unit.
“Observers who attempted to carry out their legitimate duties were arrested and taken to nearby police station. They were only released after being denied the opportunity to keep an eye on the process so as to guarantee its credibility,” the statement said.
The body also highlighted the arrest of Kemi Busari, a PREMIUM TIMES journalist deployed as a CDD observer for the exercise, dismissing the police’s claim that he was taking picture near the polling area.
“The police officer’s stance contradicts the statement of INEC, which made it clear that voters and participants were allowed to go with their phones to polling units but not to polling booths after ballot paper must have been issued to an accredited voter,” CDD said.
“This particular incident clearly demonstrates the fact that the law enforcement agents were not properly informed about or deliberately ignored the INEC directive, which banned the use of phones in the voting cubicle, not around the overall polling environment,” CDD said. “In the face of the intimidation and unjust arrests, observers were forced to leave the Polling Units.”
The think-tank also confirmed widespread reports that potential voters of the opposition were being driven away from polling areas by security agencies.
“CDD also observed attempts by members of the security forces to prevent some voters who allegedly belong to opposition party from accessing PU012 Olode Ward 07 in Ife-South LG, even after showing their PVCs.
“Also, despite all efforts by INEC and civic group to ensure violence-free polls, some political actors mobilised thugs and hoodlums to intimidate voters, journalists and observers.
“Chang Mantu, a senior police officer involved in the coordination of security in the Osun election, explained in Osogbo that there was an attempt by some party men disguising as observers to gain access to Orolu in the early hours of Thursday. He said they were arrested by the police.
“According to him, they loaded in a bus and when they were screened, they were found to be members of a political party. He explained the development was the reason why there were restrictions into the area as it was difficult for security officials to know
those who were genuine observers and journalists.
“Our observer also reported that election was disrupted in PU 17, Ward 5 Osogbo LGA as a result of sporadic shooting by some
hoodlums. In terms of the sanctity of the vote, CDD observers reported over five attempts by impostors to vote with PVCs from other Wards at PU012 Olode Ward 07 in Ife-South LGA.
“Although these attempts were unsuccessful, they nonetheless reflect the kind of impunity,
which undermines the credibility of the process,” it said.
The police strongly denied all allegations of misconduct, telling PREMIUM TIMES Thursday afternoon that there is no truth to claims of voter intimidation or harassment of observers and journalists.
Ali Janga, a police commissioner who monitored Orolu Local Government Area where most of the complaints about brutal attacks by political thugs and misconduct amongst security agencies emanated, said the election was peaceful and only those who whose PVCs showed they were not registered to vote in the areas where re-run election was underway were being turned back.
The police also paraded some persons they claimed were members of the opposition but impersonated as election observers.
The CDD recommended a thorough investigation of security agencies’ involvement in the re-run election, warning that the same fate could undermine the 2019 general election.
“The acts of intimidation by security forces and the violence unleashed by party thugs are suggestive of an attempt to compromise the integrity the poll.
“Coming as the last off cycle election before the 2019 general election, the conduct of the security forces, politicians and their supporters are sources of concern to strengthening our democratic process.
“We recommend an urgent investigation of the roles and conduct of the security forces and political thugs in the Osun re-run with a view to sanctioning infractions,” CDD said.

CDD Faults Ethical Lapses in Osun Rerun Poll
September 27, 2018
The Centre for Democracy and Development (CDD) has carefully observed the governorship rerun election in Osun State with a conclusion that the conduct of some key stakeholders clearly ran contrary to democratic norms and standards, as well as best practices in the conduct of credible elections. CDD notes that a number of the incidents recorded during the poll have undermined the sanctity of the vote and the overall credibility of the electoral process. Specifically, CDD frowns at the conduct of the security agents as well as political party stalwarts who took steps that were clearly inimical to the conduct of a free, fair and credible election.
CDD observers reported several cases of denial of access to Polling Units to observers, and even voters. CDD field observers deployed to observe the process and ensure its credibility, especially in Orolu and Osogbo LGAs, were intimidated, threatened and in some cases arrested by security forces. Credible reports from our field observers showed that despite being duly accredited by the Independent National Electoral Commission (INEC), several of the observers and journalists were stopped from observing the process. CDD observers reported palpable tension in Ifon, Orolu LGAs due to the high-handed conduct of the security agents who seemed bent to sway the vote the way of certain partisan interests. At Ajegunle Roundabout, which leads to Polling Unit 003 Ward 9 Gbogbo Primary School in Orolu LGA, security personnel mounted barricades to obstruct observers and deny them access to the polling unit.
Observers who attempted to carry out their legitimate duties were arrested and taken to nearby police station. They were only released after being denied the opportunity to keep an eye on the process so as to guarantee its credibility. For instance, a CDD observer, Kemi Busari was arrested by the police on the pretext that he took pictures around a polling unit. The police officer’s stance contradicts the statement of INEC, which made it clear that voters and participants were allowed to go with their phones to polling units but not to polling booths after ballot paper must have been issued to an accredited voter.
This particular incident clearly demonstrates the fact that the law enforcement agents were not properly informed about or deliberately ignored the INEC directive, which banned the use of phones in the voting cubicle, not around the overall polling environment. In the face of the intimidation and unjust arrests, observers forced to leave the Polling Units. CDD also observed attempts by members of the security forces to prevent some voters who allegedly belong to opposition party from accessing PU012 Olode Ward 07 in Ife-south LG, even after showing their PVCs.
Also, despite all efforts by INEC and civic group to ensure violence-free polls, some political actors mobilized thugs and hoodlums to intimidate voters, journalists and observers. Chang Mantu, a senior police officer involved in the coordination of security in the Osun election, explained in Osogbo that there was an attempt by some party men disguising as observers to gain access to Orolu in the early hours of Thursday. He said they were arrested by the police. According to him, they loaded in a bus and when they were screened, they were found to be members of a political party. He explained the development was the reason why there were restrictions into the area as it was difficult for security officials to know those who were genuine observers and journalists. Our observer also reported that election was disrupted in PU 17, Ward 5 Osogbo LGA as a result of sporadic shooting by some hoodlums.
In terms of the sanctity of the vote, CDD observers reported over five attempts by impostors to vote with PVCs from other Wards at PU012 Olode Ward 07 in Ife-south LGA. Although these attempts were unsuccessful, they nonetheless reflect the kind of impunity, which undermines the credibility of the process.
In the light of these anti-democratic acts, which have undermined the sanctity of the ballot therefore, we hold strongly the view that the rerun poll of Thursday, September 27, 2018 does not meet up with the minimum standards for free, fair and credible elections. It falls short of global best practices in democratic elections which Nigeria aspires towards. The acts of intimidation by security forces and the violence unleashed by party thugs are suggestive of an attempt to compromise the integrity the poll.
Coming as the last off cycle election before the 2019 general election, the conduct of the security forces, politicians and their supporters are sources of concern to strengthening our democratic process. We recommend an urgent investigation of the roles and conduct of the security forces and political thugs in the Osun rerun with a view to sanctioning infractions and preventing a repeat during the 2019 polls.

Police Arrest 16 'PDP Members' With INEC Election Observer Tags
The group, whom the Police said it caught during its "stop-and-search duty", was accused of using the customised materials to gain “easy access to restricted areas meant for personnel with due accreditation”.
Sixteen persons bearing membership cards of the Peoples Democratic Party (PDP) have been arrested by the Police in Osun on Thursday.
Customised Independent National Electoral Commission (INEC) tags were found in their possession, as well as face caps and jackets bearing the inscription: ‘INEC Osun 2018 Election Observer’.
The group, whom the Police said it caught during its "stop-and-search duty", was accused of using the customised materials to gain “easy access to restricted areas meant for personnel with due accreditation”.
A statement by SP Folasade Odoro, Police Public Relations Officer, Department of Operations, Force Headquarters, Abuja, read: “The Nigeria Police Force in its continued efforts to discharging its responsibilities of ensuring the peaceful conclusion of Osun 2018 Gubernatorial Election, that was declared inconclusive by the Independent National Electoral Commission (INEC) in which Thursday 27th September, 2018 was fixed for the re-run in the Seven (7) Polling units.

Oyetola polled a total 283 votes to defeat Ademola Adekele, candidate of the Peoples Democratic Party (PDP) who scored 15 votes.
Gboyega Oyetola, candidate of All Progressives Congress (APC) in the Osun State governorship election, has won the rerun in Ife South Local Government Area of the state.
Oyetola polled a total 283 votes to defeat Ademola Adekele, candidate of the Peoples Democratic Party (PDP) who scored 15 votes.
Thursday's rerun was a horse race between Oyetola and Adeleke in Ife South.
The rerun election, held at Ward 007, Polling Unit 012 at Olode, in Adereti village, also witnessed "heavy vote buying and inducement of the voters" by paid agents of APC.
Thugs and supporters of the APC were sighted from distance secretly sharing the sum N20,000 and N30,000 to the eligible voters.
SaharaReporters had reported the heavy presence of security agents in Olode, Adereti village in Ife South LGA, where the election took place.
Our crew monitoring the polling unit sighted heavily-armed soldiers and policemen, as well as officers of the Department of State Services (DSS) and the Nigeria Security and Civil Defence Corps (NSCD) manning polling units.
Dominic Williams, an Observer from the British High Commission who monitored the election had raised a concern over the heavy presence of security agents in the polling unit.
"We can see the heavy presence of security agents here probably due to the breach in security that was witnessed here last week Saturday.
"Though, the INEC has really done a good job by ensuring an open and very transparent election here in Ife"
Mr. Bello Ahmed, the Commissioner of Police in charge of Ife South & North had told journalists that the presence of security agents in the Polling Unit was to curtail possible breach of law and order.

Nura Iliyasu, the 29-year-old who climbed a mast to protest the re-election bid of President Muhammadu Buhari, has been arraigned by the Police.
You can’t force us to pay new minimum wage - Governors tell NLC, others
The governors of states in Nigeria reportedly say they cannot be blackmailed into agreeing to the new minimum wage
- The committee set up by the governors is yet to submit its report concerning the issue
- The governors say they can only accept a deal after a proper assessment of their capacity to pay the new wage
The governors of the 36 states of the federation have reportedly said they will not fall for any blackmail or attempt to stampede them into reaching an agreement on the new minimum wage currently threatening peaceful industrial relations in Nigeria.
The statement by the governors came at a period the Nigeria Labour Congress (NLC) and its affiliate unions announced commencement of a nationwide industrial action starting from midnight on Wednesday, September 26 to protest the delay in fixing a new minimum wage for public servants.
This Day reports that the governors’ position was made known just as the Joint Tax Board (JTB) confirmed that most of the states have witnessed enhanced revenue generation.
Under the umbrella of the Nigerian Governors Forum (NGF), they said they can only accept a deal after proper assessment of their capacity to pay any increase in wage bill.
It was learnt that the committee set up by the governors to look into the issue has not completed its assignment.
“The governors are waiting for the committee’s report to enable them make a statement. I think the committee would have submitted its report last week but that didn’t happen.
“What the states are saying is that they may not be able to accept a flat rate figure for minimum wage since most of them are currently facing economic challenges,” the report quoted a source as saying.
It earlier reported that the
Trade Union Congress on Tuesday insisted organised labour would commence strike from early hours of Thursday, September 27, following the federal government’s failure to honour its ultimatum on the new minimum wage.
A statement signed by the secretary-general of the union, Musa-Lawal Ozigi, in Abuja stated that the decision to embark on strike was sequel to the resolve of the Central Working Committee of TUC on September 24

Being A Lawmaker For 4 Years Is Higher Service Than NYSC, Says Shittu
"I [went] through the House of Assembly, which I did for four years. So, it is a form of higher service as far as I'm concerned," Shittu said.
Adebayo Shittu, Minister of Communication, has declared that his skipping the National Youth Service Corps (NYSC) scheme is different from the case of the former Minister of Finance, Kemi Adeosun.
He disclosed this on Friday in Abuja, while addressing journalists at the venue of the screening exercise for the governorship aspirants seeking to contest on the platform of the All Progressives Congress (APC).
According to Shittu, Adeosun's was a clear case of submission of fake document, while his case was that he not submit any certificate at all, having engaged in "higher service", as a member of Oyo State House of Assembly.
Shittu said he did not break any law.
He said: "Kemi unfortunately has a fake certificate; I didn't present any certificate. I do not have one. I was simply following the constitution requirement that if you are qualified to contest an election and you contest, it is compulsory for you to serve the nation in the capacity in which you won an election.
"I left university in 1978 and law school in 1979, and the constitution [is clear] on anyone who qualifies to contest an election or who has gone through an election and wins. I [went] through the House of Assembly, which I did for four years. So, it is a form of higher service as far as I'm concerned and even now, I am still in service."
Asked if he was worried about any backlash, the minister said he was not worried, stating that "Do you see any worry on my face? I don't think so except someone has a superior argument and proves it."
